State winter assistance of 6500 UAH: who can receive it and how to submit an application

According to Міністерство соц. політики: The winter assistance from the state won't keep you waiting long! Generous aid will be provided to Ukrainians who find themselves in a difficult life situation, namely - 6,500 UAH for the most necessary items in winter, such as warm clothing and medicine!
