Housing reform failed: why Ukrainians still haven't become true owners
The head of the Union of Utility Consumers, Oleg Popenko, expressed the opinion that the housing reform implemented in Ukraine in 2015 with the involvement of foreign experts and local activists turned out to be a failed step. According to him, this reform was formal and did not lead to the expected improvement in housing management.
The Law on Co-Owners Associations, in particular, was amended in such a way that the former owner's responsibility for carrying out the first major renovation was abolished. This complicated the formation of housing associations
, Popenko emphasized. In addition, he pointed out that the government did not provide any support or funding for the implementation of this reform.
Instead of improvements in the housing sector, Ukraine is facing the problem of aging housing stock and a lack of systematic modernization. Many houses do not have energy-efficient solutions and are not ready for the transition to market tariffs. Experts emphasize that the government avoids discussing the problem and is not seeking constructive ways to solve this situation.
Ukraine is facing issues in the housing sector due to the unsuccessful experience of the housing reform of 2015, which did not facilitate improvements in building management and did not ensure the necessary modernization of the housing stock.
