This positive development comes as Ukraine braces for the challenges of the upcoming cold season. President Volodymyr Zelenskyy has stressed the importance of winter preparedness and ongoing efforts to rebuild the energy grid.

Resilience Strategies and Funding Allocations
A meeting on the implementation of regional and city resilience plans took place on April 2, 2026. As a result, each region developed its own resilience strategy, which was then reviewed and approved by the National Security and Defense Council. The Cabinet of Ministers of Ukraine has allocated UAH 12.85 billion under these regional resilience plans.
These funds are designated to protect 209 critical infrastructure sites in frontline regions and the Kyiv area.
The total estimated cost for restoring and modernizing Ukraine’s energy sector over the next decade stands at $90.6 billion-34% higher than the previous damage assessment. Energy Minister Denys Shmyhal made the following statement:
