Ukraine to Implement Hourly Power Cuts from February 26th: Causes and Seasonal Plans

Hourly power outages in Ukraine
В Україні з 26 лютого впровадять погодинні відключення електроенергії: причини та плани на сезон.

Hourly Power Cuts to Begin in Ukraine

According to Главком: Hourly emergency power cuts will be introduced across most Ukrainian regions starting February 26. This measure is a direct response to the severe damage inflicted on the country's energy infrastructure by Russian missile and drone attacks, which have critically undermined the stability of the electricity supply. In preparation for the next heating season, the Ukrainian Cabinet of Ministers is coordinating with regional state administrations and energy company representatives to stabilize the national grid. These attacks are part of a sustained Russian campaign targeting civilian infrastructure, which has left the energy system in a fragile state.

Given the ongoing uncertainty, the Cabinet will tighten control over electricity rationing. The Ministry of Energy and the State Energy Supervision Service will be responsible for monitoring the situation and ensuring transparency in the schedules for hourly power outages. Limits on power consumption for industrial users are also planned. Ukrenergo, the national power company, urges citizens to check the official websites of their regional energy providers for specific outage times and to use electricity sparingly when it is available.

Financial Aid for Displaced Persons

Separately, the Cabinet of Ministers has launched a financial support program for citizens forced to relocate due to emergencies. The initiative provides one-time, interest-free loans to help with basic household setup in a new location. The total estimated need for the restoration and modernization of Ukraine's energy sector over the next decade has been revised sharply upward to $90.6 billion, a figure 34% higher than previous damage assessments.

Amid the continuing threat, government officials, including Yuliia Svyrydenko, have warned:

"The Russian Federation will continue to strike Ukrainian energy facilities even after winter" – Yuliia Svyrydenko

These developments underscore the severe challenges facing Ukraine's energy sector, where infrastructure repair is now critical for maintaining a stable power supply. The hourly blackouts are a necessary but disruptive step to conserve resources and manage the load on a damaged grid, impacting daily life for households and businesses alike. The financial aid program for displaced persons further highlights the need to adapt to wartime realities and support the population.
