Rebuilding Homes in Ukraine

According to Главком: More than 342,000 buildings across Ukraine have been damaged or destroyed due to Russian aggression, with nearly 300,000 of them being residential homes. The eRecovery program has emerged as the primary mechanism to assist those seeking to rebuild their lost housing. However, a major hurdle for payouts involves properties that were never privatized or were registered before 2013, as their records often exist only in paper archives held by the Bureau of Technical Inventory.

The eRecovery Program

Under the eRecovery initiative, 160 families from temporarily occupied territories have already purchased new homes. Here is a regional breakdown of housing vouchers issued:

  • 61 vouchers worth over 121 million hryvnias in Kyiv Oblast;
  • 29 vouchers totaling 58 million hryvnias in Dnipropetrovsk Oblast;
  • 20 vouchers valued at 40 million hryvnias in Mykolaiv Oblast;
  • 16 vouchers amounting to 32 million hryvnias in Kyiv City;
  • 9 vouchers for nearly 18 million hryvnias in Odesa Oblast.

In total, housing vouchers have been utilized across 14 regions of Ukraine.

A new phase of the Housing for Internally Displaced Persons program, targeting those from temporarily occupied territories, was launched on May 1, 2023. This phase aims to simplify the process for people left homeless by the war. Anyone interested in applying is advised to visit their local Administrative Services Center (ASCC) or the privatization authority in their place of residence.

To secure housing, applicants must submit a formal request along with the required property documents. After submission, they must wait for data verification and an official decision from the privatization body. Once a certificate of ownership is obtained, the property right must be registered in the State Register of Real Property Rights. If documents were not filed through an ASCC, this step can be completed online via the Diia portal.

The eRecovery program represents a critical step toward restoring damaged housing in Ukraine, especially for those affected by the war. Challenges related to paperwork and property privatization remain significant obstacles for many families, complicating their return to normal life.
