How IDPs Can Confirm Work Experience for Pension

Ukrainians who have lost their documents due to occupation or military actions will be able to confirm their work experience for pension purposes in two ways. The new rules primarily concern internally displaced persons who do not have access to archives or employment records. This was stated in a comment to Ukrinform by the first deputy chairman of the Verkhovna Rada Committee on Social Policy, Mykhailo Tsymbaliuk.

IDPs Can Confirm Experience Through Colleagues' Testimonies

One of the options for confirming work experience involves submitting testimonies from former colleagues. For this, at least three people must provide the appropriate statements to the Pension Fund.

According to Mykhailo Tsymbaliuk, this mechanism was introduced for people who lost their documents during shelling, evacuation, or occupation of territories.

The new procedure aims to assist Ukrainians who cannot obtain official certificates from enterprises due to the destruction of archives or the cessation of operations of institutions.

It Is Also Possible to Confirm Experience for Pension Through Court

If finding witnesses is impossible, Ukrainians can turn to the court. In this case, the court will consider all available evidence of work activity.

Among the evidence can be considered:

  1. Old references from enterprises.
  2. Extracts and archival documents.
  3. Awards and certificates.
  4. Other documents that confirm a person's employment.

The people's deputy noted that courts in such cases usually side with citizens if there are at least partial confirmations of work activity.

Pension Application Rules Are Changing in Ukraine

President Volodymyr Zelensky has already signed a law on confirming work experience for pensions. The document foresees a gradual transition to a more automated system based on electronic data.

Since the onset of the full-scale war, the issue of document loss has become one of the most acute for internally displaced persons and residents of occupied territories. The new rules aim to simplify pension applications for individuals who have lost paper confirmations of their work experience.

It should be noted that the introduction of electronic work books (ETK) in Ukraine has revealed several problems, including issues with recognizing work experience by the Pension Fund due to inaccuracies in original documents.
