Kyiv Falling Behind on Winter Preparations: Expert Warns Upcoming Season Could Be Worse Than Last

Housing and utilities expert Oleh Popenko has raised serious concerns about Kyiv's preparedness for the winter months, predicting that the coming season may be even more difficult than the previous one. He criticizes the city's approach of installing gas boiler systems only for condominium associations (OSBBs), arguing that this piecemeal strategy neglects the majority of residents. Popenko advocates for a district-based solution with boilers capable of generating 10–20 megawatts, each serving 10 to 20 buildings.

According to available data, Kyiv has 11,500 multi-apartment buildings, and 65% of them are not part of any OSBB. Popenko notes that only a few dozen boiler units are planned for OSBBs, leaving a large portion of the capital's population without reliable heating. 'Why do we want to help only OSBBs and not the rest? Besides OSBBs, there are 65% of apartment buildings. Don't people live there?' the expert asks.

Popenko highlights a residential complex on the left bank of Kyiv as a positive example, where a powerful boiler plant already operates and could serve as a model for other districts. He recommends that each neighborhood install boilers with a capacity of 10–20 megawatts. He also mentions the Darnytska thermal power plant as a critical asset in Kyiv's heating infrastructure.
