Russia's New Regulatory Landscape

Since March 2023, a new Russian federal mandate has required all businesses to use exclusively the Russian language on storefront signage, in advertising, and in product descriptions on websites and marketplaces. This policy has imposed substantial financial burdens on companies and introduced significant legal uncertainty into the commercial sphere. These rules are part of a broader, long-standing effort to promote the Russian language across public life.

The regulations stipulate that all promotional materials and product information must be presented solely in Russian. This has posed a major challenge for entrepreneurs, forcing them to urgently update signage, menus, packaging, and websites. As noted by the Foreign Intelligence Service,

“this has been a real blow to business budgets. Small businesses are forced to urgently update signs, menus, packaging, and websites, spending tens of thousands of rubles just on design and printing.”
Large retail chains are also incurring massive costs as they must redesign hundreds of stores and marketing materials to comply.

Legal Ambiguity and Financial Strain

Beyond the financial strain, the new law creates additional complications through legal ambiguity. Business owners are struggling to determine which specific words are permissible and which are considered non-compliant.

“Fines for violations can reach hundreds of thousands of rubles for companies,”
states the Foreign Intelligence Service. By the end of last year, nearly one in four Russian companies reported losses, underscoring the negative impact of the new rules on the country's business environment. The policy creates a challenging compliance landscape, especially for firms operating internationally.

The adopted changes to Russia's language policy reflect a trend toward increased state control over commercial activity. This is likely to have a lasting effect on business competitiveness, particularly in a climate of economic instability. The response of entrepreneurs to these challenges and their ability to adapt to the new conditions may well define future economic trends within the country.
