Russian GRU Spy Network Dismantled in Kyiv Region
Ukrainian law enforcement has dismantled a Russian military intelligence (GRU) agent network in the Kyiv region that was preparing to carry out contract killings of Ukrainian military commanders and public activists. The network's coordinator is a 39-year-old Russian intelligence officer with the call sign "Meteor," who worked for the 4th Directorate of the Kubinka Special Purpose Center, part of the GRU's Special Operations Forces. All network members have been detained and formally charged. This operation highlights the persistent threat of covert Russian operations aimed at destabilizing Ukraine.
The Security Service of Ukraine (SBU) and the National Police's Department of Internal Security halted the network's activities in Kyiv and the surrounding region. The group consisted of four recruited individuals, including an active law enforcement officer. Their tasks involved identifying potential targets among public figures and command staff of Ukraine's Main Intelligence Directorate, the National Guard, and volunteer military units.
Network's Methods and Requirements
A security company director provided the group with vehicles, while a 46-year-old woman who had relocated from Zaporizhzhia served as a driver. The intended assassin, a man with a prior robbery conviction, was recruited in Kherson in 2022 by a female resident. After Kherson's liberation, this resident fled to Russia with him, continuing to assist in subversive activities and the recruitment of potential agents. Weapons and ammunition were supplied from caches located in Kyiv and Cherkasy regions. All suspects were apprehended while planning the murder of a commander of a Kyiv territorial community's volunteer unit. During searches, authorities seized weapons, SIM cards, and mobile phones. The agents planned to execute the assassinations using explosive devices planted under their targets' vehicles.
All detained individuals have been notified of suspicion under Articles 111, 15, and 115 of Ukraine's Criminal Code. The coordinator and his resident have been charged in absentia under Articles 111, 15, 28, and 113. These actions represent a significant step by Ukrainian authorities to prevent terrorist acts on Ukrainian soil.
