The state of the labor market in Ukraine as of November 2025
The State Statistics Service published data on the state of the labor market in Ukraine for November 2025, noting an increase in the average salary to 27,167 UAH, as well as income disparities across regions and professions. According to the statistics, the growth of the average salary compared to the previous month was 0.9%.
Discrepancies in average salaries by regions
The average salary in Ukraine varies depending on the region and sector. The highest salary is observed in the information and telecommunications sector, where it reaches 66,934 UAH. At the same time, the lowest salary is recorded in education, where the average income is 16,622 UAH. The average income in the capital of Ukraine, the city of Kyiv, is 40,633 UAH, which is significantly higher than the national averages.
Average incomes in other regions also show significant discrepancies:
- Dnipropetrovsk region – 31,706 UAH
- Luhansk region – 31,340 UAH
- Chernihiv region – 20,344 UAH
- Chernivtsi region – 19,096 UAH
- Kirovohrad region – 19,079 UAH
As of December 1, 2025, the wage arrears in Ukraine amounted to 3.8 billion UAH, indicating existing problems in employment and financial obligations of employers. Thus, amidst the increase in average salary, the issue of income inequality between different regions and professions remains relevant.
This data indicates that despite the overall increase in the average salary, the economic situation in Ukraine remains heterogeneous. The difference in income between different sectors and regions may point to structural problems in the labor market that require attention. Wage arrears also highlight the importance of addressing financial stability issues of employers, which may affect employees' trust in the labor market and their willingness to remain in their professions.
