Ukraine will proceed with its annual shift to Daylight Saving Time on March 29 at 3:00 AM local time, requiring citizens to adjust their clocks forward by one hour. This move comes despite the passage of a law in 2024 intended to abolish the practice, which has not yet taken effect. The seasonal time change remains a point of public discussion in the country.

Legislative Hurdles and the Current Situation

In a significant legislative step, the Verkhovna Rada (Ukraine's parliament) passed draft law No. 4201 on July 16, 2024, which aimed to end the biannual clock changes and permanently fix the country on Kyiv Time (UTC+2). The bill, authored by Parliamentary Speaker Ruslan Stefanchuk, was approved in its second reading. However, President Volodymyr Zelenskyy did not sign the document into law, preventing its implementation and leaving the existing system in place. This legislative impasse highlights the challenges of aligning national timekeeping policies with broader European trends.

It is worth noting that the European Parliament voted to end mandatory seasonal time changes back in 2019, though member states have been slow to implement a unified approach. For now, Ukraine continues to follow the traditional schedule, with the upcoming spring adjustment scheduled for the last Sunday in March. The ongoing use of Daylight Saving Time underscores the complexities of policy coordination, especially during a period of national focus on other critical issues.
