Japan and the Purl Program

According to Главком: Japan has officially become a participant in the Purl program, committing more than $14.6 million to fund the purchase of American non-lethal weaponry for Ukraine. The financial contribution from Japan will be coordinated through NATO. In 2025, the total value of pledges under the Purl initiative has reached $4.3 billion, with approximately $1.5 billion already collected since the start of the year. To date, 28 nations have joined this effort.

International Support and Broader Context

Several countries have backed the Purl program in 2025, including:

  • Norway
  • Netherlands
  • Canada
  • Bulgaria
  • Belgium
  • United Kingdom
  • Spain
  • Sweden
  • Lithuania
  • Estonia
  • Latvia
  • Iceland

NATO Secretary General Mark Rutte underscored the critical need to continue arming Ukraine and maintaining sanctions against Russia, stating that

“the most effective tool for pressuring Russia is the uninterrupted supply of weapons to Ukraine combined with the preservation of strict economic sanctions.”

In a related move, Japan’s Ministry of Defense will, for the first time, deploy four military personnel to the NATO NSATU mission. The Japanese contingent consists of two army representatives, one air force officer, and one naval officer. Their primary responsibilities will involve coordinating the delivery of military assistance, liaising with partner nations, and organizing training for Ukrainian troops.

Additionally, the Japanese company Prodrone conducted field tests near Kyiv of a drone designed to detect anti-personnel mines. This project is funded with support from international institutions. It is worth noting that Japan has recently relaxed its arms export regulations, enabling it to take a more active role in global security efforts.

Japan’s involvement in the Purl program and its growing participation in NATO-led military initiatives highlight the country’s increasingly prominent role on the global stage in supporting Ukraine. This shift also reflects a transformation in Japan’s defense policy, which now permits greater engagement in international security operations. As one of the world’s leading economies, Japan is well-positioned to make a substantial impact on Ukraine’s fight for sovereignty and territorial integrity.

As Japan strengthens its commitment to Ukraine through the Purl initiative, it also takes a significant step by sending military personnel to support NATO operations. This move not only highlights Japan's evolving role in global security but also emphasizes the collaborative efforts among allies to bolster Ukraine's defense capabilities.
