Asset Agency Misses Six-Month Deadline, Now Demands Inventory in 16 Days

ARMA demands inventory in 16 days
Агентство активів не встигло вчасно виконати вимоги і тепер вимагає звітності про залишки товарів за стиснуті терміни.

Asset Inventory Issues

According to ХВИЛЯ: The Asset Tracing and Management Agency (ARMA) has failed to complete a mandated six-month inventory of assets. Now, its central office has issued an order to its territorial branches in Lviv, Dnipro, and Kharkiv, demanding they complete this same task within just 16 days. The directive was sent via the electronic interaction system on March 9 at 4:24 PM, which was 39 minutes after the official end of the workday at 3:45 PM on a Friday.

This agency is a key body in Ukraine's anti-corruption infrastructure, responsible for locating and managing seized assets. The original deadline for the inventory was half a year, a period the agency could not meet. The timing of the new order, issued after hours on a Friday, has raised questions about the feasibility and planning behind the urgent 16-day deadline.

Reactions and Implications

Political analyst Andrii Potiomkin noted: 'On March 9, the leadership gave an order to all territorial branches to identify and inventory all the work they were supposed to do over six months, with a deadline of March 23.'

The order applies specifically to the branches in Lviv, Dnipro, and Kharkiv, with a final execution deadline of March 23. Questions regarding the delays in the property inventory remain pressing and require clarification from the agency's management.

Failure to adhere to inventory deadlines may point to systemic management problems within the agency, raising concerns about its operational effectiveness. It is crucial for the leadership to provide clear explanations and take corrective measures to prevent similar incidents in the future. This situation could also impact trust in the agency and its ability to fulfill its functions amid growing demands for transparency and accountability in state asset management.

The challenges faced by the Asset Agency are not isolated incidents. Recently, during a chaotic committee hearing, the agency lost track of thousands of seized properties, raising further concerns about its operational management.
