Automatic Recalculation of Utility Charges
According to Главком: The Ukrainian government has mandated that utility providers must automatically recalculate bills for services that were either completely unavailable or of substandard quality due to the consequences of enemy shelling. This policy applies to essential services including:
- Heating
- Water supply
- Waste removal
Providers are now obligated to perform these recalculations independently for the entire period of service failure. Consumers will not need to submit any additional applications to request these adjustments. This measure is part of a broader effort to protect citizens from financial burdens caused by wartime infrastructure damage.
Information regarding the exact number of days services were unavailable will be published on the operators' websites, allowing residents to review the data for their specific building. The recalculated amounts will be reflected in the utility bills issued for January 2026.

This includes launching a support program called 'SvitloDim' (LightHome) for multi-apartment buildings to enable autonomous power supply during prolonged blackouts.
