The State of Debt in Ukraine's Balancing Electricity Market

According to Главком: Debt within Ukraine's balancing electricity market has reached a critical point, threatening the financial stability of the entire energy sector. As of early 2026, market participants owe the state-owned transmission system operator, NPC 'Ukrenergo', approximately 42 billion UAH. Conversely, 'Ukrenergo' itself owes over 22 billion UAH to these market participants. This situation is a significant challenge for a sector already strained by the ongoing war. The primary driver of this accumulating debt is the non-payment for electricity by 'protected' consumers, a category that includes:

  • State-owned and municipal enterprises
  • Water utilities
  • Metro systems

The list of such protected consumers is continually expanding.

According to Volodymyr Omelchenko, Director of Energy Programmes at the Razumkov Centre, debts in the balancing market have grown by more than 20% over the past year due to consumer non-payments.

Experts are deeply concerned that without a resolution to this debt crisis, the financial stability of the energy sector could be severely compromised.

The Urgent Need for Intervention

Furthermore, the failure of 'protected' consumers to pay significantly worsens the situation in the electricity market, reducing liquidity and increasing risks for all participants. With debts continuing to mount, finding effective solutions to stabilize the market is now critically important.

The debt crisis in Ukraine's balancing electricity market underscores the urgent need to revise the policy of inter-market settlements and to implement measures ensuring timely payments from 'protected' consumers. Resolving this issue is vital for maintaining the financial health of the energy sector and preventing a further escalation of the crisis.
