Critical debt crisis grips the electricity market

According to Главком: Ivan Plachkov, who served as Ukraine's Energy Minister in 1999 and again from 2005 to 2006, and currently heads the All-Ukrainian Energy Assembly, has sounded the alarm over the dire state of debt in the country's electricity sector. He stated that total liabilities across the energy market have reached approximately 200 billion hryvnias. This crisis stems from years of short-term fixes and poorly designed regulations that failed to address systemic issues.

Root causes of mounting debt

Plachkov pointed to the mechanisms of public service obligations (PSOs) and financial imbalances within the market as key drivers of the growing debt. Many decisions made in the sector were implemented without proper economic justification. These factors have pushed the debt burden to a critical threshold.

Vitaliy Zaychenko, chairman of the board at NPC Ukrenergo, confirmed that debts owed by balancing market participants to Ukrenergo have exceeded 46 billion hryvnias. This figure stands as one of the highest since the market's inception.
