Failure of the construction of shelters for the energy sector: who sabotaged protection

Energy expert Viktor Kurtev stated about the failure of the program to protect energy facilities in Ukraine. According to him, the reasons for this were negligence in NEC 'Ukrenergo' and corruption in the 'Development Agency'.

According to the findings of the Temporary Investigative Commission of the Verkhovna Rada, there was no centralized corruption conspiracy in 'Ukrenergo', but there was 'total incompetence' that led to the failure of construction.

'The prices at which 'Ukrenergo' carried out construction works seemingly were normal and market-based' - emphasized the expert, quoting the report of the TSC.

In the 'Development Agency', inflated prices for construction were also found, indicating the existence of corrupt schemes. According to Kurtev, this organization was created to carry out such manipulations.

'There was no centralized corruption sense on the part of 'Ukrenergo'. However, in the 'Development Agency', it existed. This structure was created for this purpose, as emphasized in the TSC report,' the expert stressed.

After the visit of the TSC to one of the facilities, the construction pace suddenly increased, indicating insufficient management. Kurtev believes that the problem lay not in the lack of opportunities, but in ineffective management and possible sabotage.

'In this month, they built much more than in all the previous two and a half years. Therefore, there is an amazing turnaround here,' the expert noted.

Kurtev also expressed a negative attitude towards the management system in the energy sector, calling the tales of effective management, anti-corruption, and transparency 'a total myth'. He concluded that a confrontation is ongoing in Ukraine between 'national' and 'transnational' corrupt clans.
