According to Главком: Civilian defense units have begun operating to protect Ukrainian ports and railway facilities from drone attacks. This new measure was enabled by a recent amendment to a government decree, which expands an experimental project for strengthening air defense (PPO). These anti-aircraft groups, formed from members of local territorial community volunteer units, are already active at these strategic sites.

Expanding the Volunteer Defense Initiative

The experimental project to form these PPO groups within volunteer territorial units was launched in June of last year. They operate under a government decision that permits the use of civilian forces to defend critical national assets.

"We are deploying the first teams specifically at ports and on the Ukrzaliznytsia railway network. In line with the government's decree, these volunteers-who are not military personnel but members of local community formations-can and are already performing specific drone interception tasks," stated Oleksiy Kuleba.

The authority to initiate the creation of these anti-aircraft defense groups within the volunteer formations has now been granted to:

• Heads of military administrations,
• Commanders of territorial community volunteer formations,
• Commanders of military units within the Territorial Defense Forces of the Armed Forces of Ukraine.
