Chernobyl pensioners in Ukraine are faced with a demand to return up to 100 thousand hryvnias from the Pension Fund due to new rules coming into effect in 2025. Since 2020, pensioners who have the status of victims of the Chernobyl disaster have won court cases about allowances, which amounted to 2-3 minimum wages, equivalent to about 13-14 thousand hryvnias. However, with the adoption of the Law of Ukraine 'On the State Budget for 2025', pensioners are now required to document their residence in the Chernobyl Exclusion Zone from 1986 to 1993.

Situation with debt notifications

In the autumn of 2024, many pensioners began receiving notifications about 'debts' ranging from 70 to 100 thousand hryvnias. The Pension Fund recognized previously paid allowances as 'overpayments'. According to Andriy Dzys, citizens who cannot confirm their residence during the specified period will, starting from 2025, be deprived of allowances for living in a radioactive contamination zone. He also noted that the Pension Fund demands pensioners to return these funds with such letters.
