Ukraine's Defense Sector: Key Personnel Must File Asset Declarations by April 1, 2026
According to ХВИЛЯ: The annual asset declaration process for the previous year commenced in Ukraine on January 1, 2026. While most military personnel have received a deferral, specific categories within the defense sector are required to submit their financial reports by April 1, 2026. These declarations must be filed electronically via the official website of the National Agency on Corruption Prevention (NAZK). This system is a cornerstone of Ukraine's anti-corruption reforms, supported by international partners. It is critical to note that after April 1, the system will automatically record a late filing, which may result in administrative penalties.
Who Is Required to File
The following individuals are not eligible for a filing deferral and must submit declarations:
- The Minister of Defense and Deputy Ministers;
- Military personnel serving in the Ministry of Defense apparatus;
- Members of military medical and medical-flight commissions;
- All staff of territorial recruitment and social support centers (excluding rank-and-file personnel of security units);
- Individuals involved in procuring defense-related goods and services or those responsible for quality control of such procurements.
Under martial law, the following groups are exempt from filing: contract servicemen of the rank-and-file, sergeant, and junior officer corps; mobilized servicemen called up during mobilization; reservists; and officers conscripted into service. Specialists working in healthcare, education, culture, and science (excluding the heads of these institutions) are also exempt from this obligation during this period.
This declaration phase represents a significant step in ensuring transparency and accountability within Ukraine's defense sector during a time of war. The established deadlines and reporting requirements are designed to strengthen oversight of financial flows and assets related to defense procurement. Upholding these standards is vital for maintaining public trust and the efficient management of critical national resources.
