State Agency Returns 53.5 Million Hryvnias to Consumers Over Faulty Utility Bills
Annual Review of Utility Pricing Oversight
According to ХВИЛЯ: The State Service of Ukraine on Food Safety and Consumer Protection has concluded its annual review of utility service pricing. Following its inspections, the agency has secured refunds of over 53.5 million hryvnias for consumers who were overcharged due to incorrect tariffs and billing errors. This oversight is a critical consumer protection function in Ukraine, especially given the economic pressures on households. Over the year, the service conducted 368 unscheduled inspections of utility providers, finding legal violations in the setting or application of tariffs in 89.9% of cases (331 inspections).
Enforcement Actions and Outcomes
The agency took strong enforcement measures against the violators. It issued 221 decisions imposing financial penalties totaling 4.4 million hryvnias and delivered 229 orders demanding immediate correction of the faulty tariffs. As a result of this work, 73 officials received personal administrative fines.
Specialists from the service were also involved four times in reviewing the planned tariff calculations of local government bodies. These proactive efforts prevented unjustified consumer expenses amounting to 9.6 million hryvnias on an annualized basis. Furthermore, 7.3 million hryvnias in fines were collected for the state budget.
As noted by Deputy Head of the State Service, Andrii Kreitor: 'The annual results prove that we are not only punishing violators but are also effectively returning money to people and preventing future abuses.'
These outcomes demonstrate the agency's active role in monitoring utility tariffs, a key aspect of consumer rights protection. The refunding of significant sums to the public and the fining of offenders underscore the state's commitment to ensuring transparency and fairness in tariff formation. Given the scale of violations uncovered, the service's future efforts will likely focus on refining control mechanisms and preventing further abuses in this sector.
