Findings from the Civil Network OPORA

According to Главком: A study conducted by the Civil Network OPORA, using data from mobile operator Vodafone Ukraine, has uncovered a major gap between the State Voter Registry (SVR) and actual population movements. According to the results, the SVR accounts for less than half of inter-regional migration and under 1% of migration abroad. Experts stress the urgent need to systematically update the SVR and align it with other government databases.

Since the start of Russia’s full-scale invasion, Ukraine has recorded 500,000 official changes in voters’ addresses within the country. In contrast, Vodafone Ukraine data shows at least 1.2 million actual moves between regions. Additionally, 640,000 citizens relocated within their own region. Regarding migration abroad, the SVR records only about 45,000 arrivals in the foreign electoral district, while Vodafone indicates roughly 5.2 million movements overseas.

The Situation with Overseas Voters

Notably, the foreign electoral district has formally shrunk by nearly 15,000 people due to official deregistration from consular records. Among Ukrainians living in Poland, Germany, and the Czech Republic:

  • 47.9% consider their return to Ukraine unlikely;
  • 37.6% see a possible return;
  • 14.5% remain undecided about their plans.

It is worth noting that 74.7% of those surveyed are Ukrainians who left the country after Russia’s full-scale invasion began in 2022.

These findings highlight the critical need to update the State Voter Registry so it accurately reflects the real migration patterns in Ukraine.

Such data could significantly impact political processes in Ukraine, particularly the drawing of electoral districts and ensuring fair representation across regions. Revising the State Voter Registry is essential for holding democratic elections and capturing the true demographic picture of Ukraine, especially given the new challenges posed by war-related migration.

As the situation for Ukrainians abroad evolves, it's crucial to understand the broader implications of these migration patterns. Recent studies show that many Ukrainians living overseas have no intention of returning. This trend may further complicate the accuracy of the State Voter Registry, highlighting the urgent need for reforms to reflect current realities and ensure fair political representation.
