Migration Trends Among Ukrainians

According to Главком: New research by the civil network Opora sheds light on how migration is reshaping Ukraine's voter registry. According to the survey, 47.9% of Ukrainians currently living in Poland, Germany, and the Czech Republic consider a return to Ukraine unlikely. Only 37.6% of respondents are open to the idea of coming back, while 14.5% remain uncertain about their future plans.

Notably, 74.7% of those surveyed left Ukraine after Russia's full-scale invasion began in 2022. When asked what might influence their decision to return, 39% cited security concerns. Among those with migration experience, 66% pointed to an end to shelling as a key factor, 29% mentioned de-occupation, and 25% said the absence of an occupation threat would matter. Family circumstances (16.3%), economic factors (11.7%), and housing conditions (10.6%) also play a role in shaping their choices.

How the War Has Displaced Ukrainians

The study further reveals that one in six Ukrainians has been forced to relocate because of the war. Overall, 28.5% of citizens now live outside their official place of registration, and 71.5% of respondents-representing 17.3% of the adult population, or roughly one in six-have changed their residence due to the conflict.

Opora experts stress the need for accurate electoral planning, stating:

“Electoral infrastructure planning must be based on where people actually live at the time of elections, not on assumptions of a mass return.”

The findings highlight the ongoing migration crisis among Ukrainians and its impact on the country's political landscape. With such a high percentage of people unlikely to return, state institutions face the challenge of adapting to these new realities. This could complicate the electoral process, especially ahead of future votes, as demographic shifts and population distribution must be taken into account.
