Head of Vinnytsia Care Home Suspected of Forcing Residents into Labor
Director of Psychiatric Care Facility Exposed
According to Главком: The director of a psychoneurological care home in the Vinnytsia region has been exposed on suspicion of forcing residents to perform labor for private individuals. He has been formally notified of suspicion under Part 2 of Article 149 of the Criminal Code of Ukraine, which pertains to human trafficking. The criminal activity is alleged to have occurred from October 2025 to February 2026.
Investigators have established that at least six men became victims of his actions. They were forced to work on agricultural lands and enterprises, performing heavy physical labor such as:
- manual digging of soil;
- packing grain.
The director is accused of knowingly exploiting the vulnerable condition of these individuals for personal gain, while ignoring their need for proper care. As the Office of the Prosecutor General notes,
"under the procedural guidance of the Vinnytsia Regional Prosecutor's Office, the official has been notified of suspicion of human trafficking committed against several persons by exploiting their vulnerable state."
Law enforcement officers conducted searches of the care home premises, seizing accounting and medical documentation, mobile phones, and other material evidence. The court has chosen a pre-trial restraint for the suspect in the form of detention with the alternative of bail set at 332,000 hryvnias. The investigation is ongoing to determine the full number of victims, with the case being handled by the Vinnytsia Regional Prosecutor's Office.
