Bureaucratic Hurdles Block Vital Donor Generators from Powering Ukraine, Says Volunteer Leader
Critique of Energy Security Strategy
According to ХВИЛЯ: In an interview with political analyst and editor-in-chief of Khvylia, Yuriy Romanenko, Dmytro Ivanov, co-founder of the volunteer movement Dobrobat, criticized the approach of state officials to Ukraine's energy security. He highlighted a critical issue: numerous donor generators provided by international partners remain idle in cities across the country, unused due to bureaucratic obstacles. This situation persists despite the urgent need for decentralized power, especially for heating and critical infrastructure.
Ivanov noted that donors are asking why the generators they supplied are not being activated. He pointed to a lack of initiative from some officials who are unwilling to assume responsibility for securing fuel supplies and managing the logistics of autonomous heating and power generation.

In his view, despite the full-scale war entering its fourth year, many officials are still deliberating on how best to organize energy security rather than taking decisive action. He emphasized the urgent necessity of risk diversification and increasing energy autonomy for residential buildings, hospitals, and other institutions.

Ivanov also argued that increasing local thermal and electrical generation, while a vital defensive measure, requires more resources to protect it from destruction, making the challenge more complex and costly. His comments underscore the severity of the energy security crisis during wartime and the pressing need for immediate steps to strengthen the energy grid's resilience.

Amid persistent threats to Ukraine's energy infrastructure, Dmytro Ivanov's remarks stress the critical need for proactive state measures to properly utilize international aid. Unresolved bureaucratic issues can significantly hinder processes that directly impact citizens' lives.
