Ukraine Overhauls Social Benefit Rules to Include Voluntary Payments
According to ХВИЛЯ: On July 15, 2026, the Cabinet of Ministers of Ukraine passed Resolution No. 959, a measure designed to make it easier for people without formal employment to qualify for state support. Under the new rules, voluntary contributions to the Pension Fund will be taken into account when determining eligibility for housing subsidies, child assistance for single mothers, and social welfare benefits for low-income families.
Key Changes to the Assistance Framework
The updated regulations modify how several types of public aid are assigned. They now factor in insurance payments made under mandatory state pension insurance, as outlined in Part 9 of Article 12 of Ukraine's Law on Mandatory State Pension Insurance. Previously, only the single social contribution for mandatory state social insurance was considered. The addition of voluntary pension insurance contributions broadens the range of payments that can help individuals access social support.
Specifically, the new rules apply to the following types of assistance:
- Housing subsidies
- Child assistance for single mothers
- State social assistance for low-income families
These changes aim to make it simpler for Ukrainians to receive social benefits during a period of economic hardship.
The adopted measures could significantly strengthen the social safety net for vulnerable groups, offering greater financial security to those who voluntarily pay into the Pension Fund. Amid ongoing economic challenges-including the impacts of war and other pressures-such initiatives may help improve living standards and ensure that citizens receive the support they need.
