Ukraine Offers Monthly Caregiver Stipends Up to 3,209 Hryvnias
Financial Support for Caregivers of People with Disabilities in Ukraine
According to ХВИЛЯ: The Pension Fund of Ukraine has outlined the conditions for a monthly state stipend available to those providing care for individuals with a Group I or II disability due to a mental health disorder. The maximum payment is projected to reach 3,209 hryvnias by 2026. This program is part of a broader social support system in Ukraine, which has been adapting to meet the needs of vulnerable populations.
Eligibility and Payment Details
Eligible caregivers must be of working age and provide care for a person with a specified disability. A key requirement is an official medical commission conclusion stating the need for constant external care. Employment status does not disqualify an applicant. The caregiver and the person receiving care must either live together or be officially registered at the same address.
The stipend amount is calculated as the difference between three times the official subsistence minimum per family member and the household's average monthly aggregate income over the previous six months. The current subsistence minimum per person is 3,209 hryvnias. The assistance is granted for a six-month period, which can be extended to one year for non-working pensioners.
Applications can be submitted through:
- Service centers of the Pension Fund of Ukraine;
- Administrative Service Centers;
- Authorized representatives of local councils;
- Postal mail;
- The Diia government services portal.
If the caregiver and the person with a disability are registered at different addresses, an additional inspection report of living conditions is required.
Required documentation includes:
- A declaration of income and assets;
- Passport and identification code;
- Income certificate (if data is not available in state registries);
- The medical commission conclusion on the necessity of care;
- A copy of the decision by the expert team or the disability certificate (MSEC).
The introduction of this monthly state aid aims to support families caring for individuals with special needs. It represents not only financial assistance but also a recognition of the vital role caregivers play in society. Given the growing need for social services, this initiative is designed to alleviate the significant challenges faced by many Ukrainian families.
