E-TCC: 600 thousand Ukrainians will automatically receive deferment from November 1
Ukraine is preparing to launch the 'Electronic TCC' system, which will make the process of obtaining deferments from mobilization significantly easier. Over 600 thousand Ukrainians will be able to take advantage of the new measure without the need to visit Territorial Recruitment Centers.
The Prime Minister of Ukraine, Yuliya Svyrydenko, announced this on her social media profile on October 24, 2025.
The government is introducing electronic military accounting documents with a QR code, which will replace traditional paper certificates. This innovation will be the basis for obtaining deferments from conscription and will simplify the procedure for over 600 thousand citizens.
The reform of the TCC system is an important part of the 'e-TCC' ecosystem, which involves transitioning key services to electronic format. This will facilitate access to services and reduce the burden on Territorial Recruitment Centers, particularly for conscripts.
