According to ХВИЛЯ: During a YouTube program titled 'Survived the Winter, Survive the Summer' on Yuriy Romanenko's channel on March 5, 2026, housing and utilities expert Oleg Popenko issued a stark warning. He stated that prolonged summer power outages could trigger severe failures in water supply and sewage systems. Popenko noted that the lack of an official registry for damaged buildings and a clear restoration strategy forces residents to shoulder the burden and cost of repairs themselves. This situation is particularly acute in regions where critical infrastructure has already been compromised by conflict.

Popenko warned that conditions will deteriorate significantly in the summer months.

“In summer, we're not talking about 5-hour blackouts, but 10-hour ones. That means refrigerators without power, food spoiling rapidly, homes without sewage, and all kinds of diseases, including viral ones-even cholera is a possibility,”

the expert stated. He emphasized that the electricity shortage poses not just an inconvenience, but a serious public health hazard.

The city administration has already reported around a hundred buildings left without heating. Despite this, there is still no official register of structures with destroyed utility lines. This gap is alarming, as residents are left to independently find solutions to problems caused by extended power cuts.

“We've already spent all the money you paid after the tariff increase a year ago; now you owe us,”

he quoted, pointing to systemic irresponsibility in the management of public utilities.
