Key changes await Ukrainians from November: from electronic military enrollment centers to social payments

Starting from November 1, citizens liable for military service will be able to receive or update their deferments through the electronic services 'Reserve+' or at the administrative service centers, without visiting territorial recruitment centers. A digital military document with a QR code will become the main confirmation of the deferment, replacing paper certificates. The step towards digitalization and reducing corruption risks, as reported by the Ministry of Defense, promises to simplify the process of obtaining deferments for over 80% of those liable for military service.

After November 1, Ukrainians who were registered with social protection authorities in the occupied territories or in areas of active hostilities before February 24, 2022, but did not apply for continued payments in other regions, may lose social assistance. They need to undergo identification by December 31; otherwise, payments will be automatically terminated.

Also, by the end of November, the approval of the state budget for the next year is possible. Increasing the minimum wage, minimum subsistence level, and pensions will be key changes. Important expenditures will be for defense, with military spending rising to 2.8 trillion hryvnias.
