Why the residents of Troieschyna were left without support from the city authorities
According to Главком: More than 700 residential buildings in the Desnyanskyi district of the capital, particularly in Troieschyna, lost heating due to damage to TPP-6 following Russian shelling. The head of the Desnyanskyi district administration, Maksym Bakhmatov, reported that despite receiving assistance from the government, the State Emergency Service, and charities, there was no support from the Kyiv City State Administration (KCSA) under the leadership of Vitaliy Klitschko. Such situations have become a serious test for the infrastructure of Ukrainian cities amid constant attacks on energy.
Critical damage to the heat power plant has created enormous difficulties for residents of the sleeping district. According to Bakhmatov, electric appliances supplied through the Prime Minister's assistance are used for heating people. However, he emphasized that not a single generator was provided by the KCSA - all equipment came from rescuers or charitable organizations. Power for those affected is also provided by a charitable foundation, rather than the city administration.
Inaction of the city authorities
The head of the district administration sent numerous appeals to KCSA head Vitaliy Klitschko but received neither response nor real assistance. The Office of the President had to intervene, involving the Prime Minister and the military administration. Their joint efforts allowed the establishment of two large tent cities and 20 tents from the State Emergency Service, improving conditions for the people.
Currently, there are six major heating points operating in schools in the area, with four more being prepared for opening. These facilities can accommodate about 10 thousand people, and if necessary - provide warmth to approximately 50 thousand. Bakhmatov also stated that he does not find it necessary to leave Troieschyna:
“We need to stay, keep warm as much as possible, help the community, and if necessary - even dig toilets.” - Maksym Bakhmatov
A deputy head of the KCSA, Petro Panteleev, has been appointed as the coordinator from the city administration, but the heating issue has still not been resolved. The last session of the Kyiv City Council took place on January 15, but there have been no changes in the situation since then. Bakhmatov noted that 'Klitschko promises that there will be write-offs', but there have yet to be any concrete actions from the KCSA.
The situation in Troieschyna vividly demonstrates the coordination problems between local and city authorities amid the energy crisis caused by the war. The lack of prompt measures from the capital administration may exacerbate the already difficult situation of residents suffering from the consequences of military actions. It is now extremely important for all levels of government to focus on restoring heating and creating minimally acceptable living conditions during the winter period.
