According to ХВИЛЯ: European Union member states have assembled a package of short-term advantages for Ukraine, while rejecting the notion of accelerated accession. The proposals, which emerged after a dinner in March, include expanded market access and deeper involvement in the bloc's programs and institutions-yet realistic timelines for joining remain distant. EU Enlargement Commissioner Marta Kos has stated that Ukraine joining the Union in 2027 is not feasible.

German Chancellor Friedrich Merz emphasized that immediate EU membership for Ukraine is out of the question. He also floated the idea of Ukraine taking part in European councils without voting rights. Meanwhile, a Lithuanian proposal suggests granting Ukraine the status of an 'accession candidate.' Ukrainian Deputy Prime Minister Taras Kachka noted that the country expects formal 'clusters' of negotiations to open in the coming weeks, which could mark a step toward integration.

Key Proposals and Hurdles

Among the main proposals under discussion are:

  • Phased access for Ukraine to the EU's Single Market;
  • Inclusion of Ukrainian businesses in strategic industrial dialogues with the European Commission in sectors such as automotive, steel, and chemicals.

Ukraine's representative, Vsevolod Chentsov, stated that

“Ukraine's priority remains full EU membership,”

adding that

“we also expect early tangible steps that will ensure integration right now.”

Since that dinner, EU member states have made it clear that securing Ukraine's membership in the short term would be extremely difficult. Diplomats noted that 'we need a positive proposal on how to best move forward together until that point.' A senior European Council official added that Ukraine would only be able to close negotiation chapters by the end of 2027.

It is important to note that no country has joined the EU since 2013, and Ukraine would need unanimous support from all 27 member states to sign an accession treaty. 'Returning to the normal accession process, including opening all clusters for both Ukraine and Moldova without further delays, is our top priority,' EU diplomats stressed.
