EU to Choose Negotiator for Russia Talks: Merkel and Draghi Among Candidates
European Foreign Ministers to Discuss Candidates for Russia Envoy Role
According to Главком: Next week on Cyprus, the European Union's foreign ministers will evaluate potential candidates to serve as the bloc's lead negotiator with Russia, focusing on ending the war in Ukraine. Among those being considered are:
- Mario Draghi, former President of the European Central Bank and ex-Prime Minister of Italy;
- Angela Merkel, former Chancellor of Germany;
- Finnish President Alexander Stubb;
- Former Finnish President Sauli Niinistö, who, according to Italian newspaper La Repubblica, is viewed as the frontrunner for the position of EU special envoy.
Discussions gained momentum after Washington and Kyiv endorsed the idea of Europe holding separate talks with Russia. The administration of U.S. President Donald Trump has no objection to parallel EU negotiations with Moscow. As one senior Ukrainian official noted,
“someone like Draghi or a strong, sitting leader”
would be ideal for this role. Meanwhile, a European official pointed out that Sauli Niinistö is
“one of the few Europeans who has a working relationship with Putin.”
Agenda for the Cyprus Meeting
Beyond selecting a negotiator, the meeting in Cyprus will also address the framework for future relations with Russia, including EU red lines and the prerequisites for initiating talks with the Kremlin. Ukrainian President Volodymyr Zelenskyy is expected to discuss the appointment of a negotiator with the leaders of France, Germany, and the United Kingdom in the coming days.
The creation of a special EU envoy role was also a topic during a recent meeting in Paris involving Emmanuel Macron, Ursula von der Leyen, and António Costa.
Given the strained ties with Russia, the choice of a negotiator is becoming increasingly urgent for the EU. According to a source cited by the Financial Times, Russia is 'very unhappy with Finland,' a factor that could influence the selection of a candidate for the talks.
Selecting an EU negotiator represents a critical step toward advancing the peace process in Ukraine and stabilizing relations with Russia.
