According to Главком: During a session in Strasbourg, the European Parliament passed a resolution endorsing the establishment of a Special Tribunal to address Russia's crime of aggression against Ukraine, urging all EU member states to support the initiative. The vote saw 446 lawmakers in favor, 63 against, and 52 abstentions. The Netherlands has expressed its willingness to host the tribunal's initial phase.

Support for the International Criminal Court

The resolution also reaffirms backing for investigations by the International Criminal Court (ICC) and condemns U.S. sanctions imposed on the court. The European Parliament stresses that accountability for crimes of aggression must extend to all individuals in positions to direct or enable these acts, including senior political, military, and judicial figures. In this context, it highlights that responsibility also applies to judges of the Constitutional Court of the Russian Federation and members of the State Duma, whose decisions authorized the annexation of Ukrainian territories.

The document cites data on Russia's large-scale attacks against Ukraine in April 2026, which resulted in at least 75 civilian deaths and over 400 injuries. According to the Office of the President of Ukraine, organizational preparations for launching the Special Tribunal are expected to be completed by the end of 2026.
