According to Главком: The State Property Fund of Ukraine has announced an online auction for the privatization of the entire property complex of the state-owned Orion Research Institute. The auction is scheduled for February 17, 2026, with a starting price of 42.48 million Ukrainian hryvnias (UAH). The sale will be conducted via the ProZorro.Sale electronic system, a platform designed to ensure transparency and accessibility in state asset sales. This auction is part of Ukraine's broader economic reforms aimed at modernizing state-owned enterprises.

Institute Details

The Orion Research Institute is located on two sites in Kyiv's Shevchenkivskyi district. The enterprise occupies five land plots with a total area of 4.1413 hectares. The sale includes all buildings, machinery, and equipment, though it is important to note that two civil defense shelters on the property are excluded from privatization. As of September 30, 2025, the institute employed 83 people.

The institute's primary activity is research and experimental development in the field of natural and technical sciences. Founded in 1961 in Kyiv as the Institute of Radio Engineering Problems of the Academy of Sciences of the Ukrainian SSR, it was initially subordinate to the USSR Ministry of the Electronics Industry. Its oversight changed several times before coming under the Ministry of Education and Science of Ukraine in 2014. In 2024, the institute was transferred to the ownership of Ukraine's State Property Fund.

According to the sale conditions, the buyer is obligated to:

  • Settle all outstanding wage arrears to employees;
  • Repay any debts owed to the state budget;
  • Refrain from laying off any workers for a period of six months.

The State Property Fund states these requirements are intended to preserve jobs and ensure stability at the enterprise following its transfer to new ownership.

The privatization of the Orion Research Institute represents a significant step in reforming Ukraine's state sector, particularly amid ongoing economic challenges.
