Public Anti-Corruption Council on the Defence City Program
According to glavcom.ua: An official statement from the Public Anti-Corruption Council under the Ministry of Defense of Ukraine was published on Facebook. According to the statement, the Defence City program is aimed at supporting Ukrainian defense manufacturers by amending legislation.
The main draft laws propose amendments to the Tax, Customs, Budget, Criminal, and Criminal Procedure Codes of Ukraine. However, according to the Public Anti-Corruption Council, these changes also have negative sides.
In its current version, the document contains provisions that basically imply complete exemption from criminal liability for individuals who commit offenses while fulfilling defense orders - even if these offenses have been proven.
- The model operates in manual mode, which creates risks for the system;
- Companies that are residents of Diya.City cannot participate in Defence City, which creates unnecessary barriers;
- Tax relief on profits complicates life for taxpayers, etc.
The Public Anti-Corruption Council urges not to include the draft law on amendments to the Criminal and Criminal Procedure Codes in the vote. The Council also calls on industry and the public to familiarize themselves with the draft laws and provide their own proposals for improving the system.
Yuriy Gudimenko, head of the Public Anti-Corruption Council under the Ministry of Defense, emphasized that draft law #13423 'is complete hell, which cannot be salvaged except to throw it in the trash along with its authors.'
The publication reveals the position of the Public Anti-Corruption Council regarding the Defence City program, which has significant potential for Ukrainian defense manufacturers. However, the Council points to flaws and negative aspects of the proposed legal changes, urging for a reasoned discussion and improvements.
