According to Главком: On July 5, a 13-year-old boy riding a KuKirin G4 electric scooter struck a 53-year-old woman on Myru Avenue in Khmelnytskyi. The collision left the victim with fractures in both arms, requiring hospitalization. Law enforcement opened a criminal case under Article 291 of the Ukrainian Criminal Code, which addresses violations of transportation rules. However, due to the offender's age, he cannot be held criminally liable.

E-Scooter Challenges in Ukraine

Police data shows that Ukraine urgently needs legislative action to regulate electric scooters. Since the start of 2026, the Khmelnytskyi region has recorded 61 reports of e-scooter incidents, 43 of which involved injuries. Nationwide, there were 845 e-scooter-related traffic accidents over the past year, resulting in 19 fatalities.

Two bills are currently registered in the Verkhovna Rada:

• No. 15284, addressing the specifics of using small electric vehicles in Ukraine;
• No. 15283, introducing administrative liability for violating rules on small electric vehicle use.

Over the past year and a half, Ukrainian courts have handled at least 132 cases involving e-scooter accidents, highlighting the growing relevance of this issue in society.
