ICAO accuses Russia of systematically creating obstacles to aircraft navigation

The International Civil Aviation Organization (ICAO) - a specialized agency of the UN - has officially accused Russia of systematically creating obstacles to the navigation systems of civil aircraft. Following the assembly, ICAO adopted a resolution that particularly highlighted Russia's role in destabilizing navigation in European airspace.

Every time the ICAO assembly occurs every three years, the organization examines current issues in aviation. This time, an important conclusion was made that Russia creates obstacles for the navigation systems of aircraft. A joint investigation by six European countries revealed that over 122,000 cases of GPS interference due to actions by Russia were recorded over four months in 2025.

This is one of the harshest reprimands in the organization's history

The conducted investigation revealed two types of attacks: data spoofing and signal jamming, which caused incorrect coordinate definitions and complete system failures. European aviation authorities have already issued warnings for pilots and urged airlines to enhance security measures.

In particular, the incident involving the aircraft of European Commission President Ursula von der Leyen highlighted the need to improve aviation security measures. Previously, Estonia and Finland had already accused Russia of creating obstacles to their navigation systems, and these facts have now been officially confirmed by the specialized UN agency.

During the last ICAO assembly, it was confirmed that Russia creates serious problems for the navigation of civil aircraft in Europe, which can threaten flight safety. The organization's resolution is an important step towards resolving these issues and enhancing aviation safety.
