According to ХВИЛЯ: The Ukrainian business plans to index salaries in 2026, according to a survey by the European Business Association. According to the research results, 94% of Ukrainian employers intend to raise salaries next year. This indicates a positive trend in the economy and the companies' intentions to support their employees amid rising living costs.
Companies' Plans for 2026
In addition to salary increases, 36% of companies plan to hire additional staff, which indicates the expansion of their activities. About 25% of employers will also increase investments in training and development of employees, which can positively affect employee competencies and the overall level of productivity. Among the surveyed employers:
- 28% consider the possibility of raising salaries by 11-15%,
- 23% plan to increase salaries by 5-10%,
- 10% are willing to raise wages by 16-20%.
It is worth noting that in 2025, 96% of companies already conducted salary indexing, and 83% were engaged in hiring new employees. This indicates a steady demand for labor and business activity in a changing labor market. The study was conducted from October 2 to November 1, 2025, and involved 126 HR specialists, of which 56% represented large businesses.
Moreover, companies intend to change their strategies in the face of new challenges. 18% of survey participants plan to enter new markets and seek partners. Meanwhile:
- 6% will change management or open new regional offices,
- 5% will cut training costs,
- 3% of employers may close representative offices, indicating certain risks in the business environment.
Thus, the planned salary increases in Ukraine for 2026 are an important step to support employees and develop business as a whole. The positive intentions of employers indicate optimism in the business environment and a readiness to invest in human capital.
Salary growth and the activation of new staff hiring indicate the recovery of the economy after tough times, as well as companies' readiness to adapt to changes in the external environment. This could have a positive impact on social stability and the improvement of the population's living standards, which is crucial for Ukraine's further development.
