The Persian Gulf, historically linked to Persian empires, is a region that all Iranian leaders view as their sphere of influence. As analyst Ilia Kusa noted,

"all Iranian leaders have, in one way or another, considered the Persian Gulf area their own."

"the Islamic Republic as a project is, well, a project dangerous for Saudi Arabia."

Political scientist Yuriy Romanenko also highlighted that Saudi Arabia had bet on a strategy of refusing to allow its airspace to be used for strikes against Iran, hoping this would guarantee its security. Romanenko called this a 'naive position' when commenting on Saudi Arabia's reaction to the Iranian strikes. He emphasized that the Saudis were surprised Iran chose to attack their territory, given they had prohibited the Americans from using their airspace.

Geographical proximity makes the Gulf states ideal targets for Iran. As Ilia Kusa pointed out,

"since they are easy to reach, Iranian drones can reach them."
