This crisis stems from significant damage to the city's energy infrastructure caused by attacks on January 9th and 20th. The city has declared a state of emergency, citing a high probability of further attacks on critical facilities. This situation is part of a wider Russian campaign targeting Ukrainian civilian infrastructure during winter.
Authorities are now making a second attempt to reconnect buildings to the heating network after initial restoration efforts failed. To support residents, special resilience centers have been established in each district of the capital. Furthermore, to improve conditions, two vehicles from the municipal security service have begun patrols equipped with mobile charging stations for public use.
State of Ukraine's Energy System
January 22nd marked the most difficult day for Ukraine's power grid since the nationwide blackout in November 2022. To preserve the integrity of the energy system, the national operator 'Ukrenergo' has implemented special emergency outage schedules. The country is now shifting to significantly stricter consumption limits due to the critical state of the grid following Russian strikes.
In light of these events, Kyiv Mayor Vitali Klitschko has urged residents who have the opportunity to relocate outside the city where alternative sources of power and heat may be available. He also recommended stockpiling essential supplies like food, water, and necessary medications to prepare for potential hardships in the coming days.
