Misappropriation of Charitable Funds in Kyiv

According to Главком: A case of charity fund embezzlement has been documented in Kyiv during the construction of modular homes in the Kyiv region, resulting in losses exceeding 2 million UAH. The suspect is the head of a contracting firm who was previously caught stealing nearly half a million UAH from the same charitable foundation.

The misused funds were intended for residents of the village of Moshchun. An investigation into the earlier incident was launched in July of last year, with an indictment sent to court last month. In early 2023, the contractor pledged to build five modular houses, prompting the charity to transfer over 3 million UAH to the company’s accounts. However, the contractor delivered only two of the five paid-for modular homes.

Quality Issues with Delivered Homes

The delivered homes also raised serious concerns. Their utilities were only partially installed, renovation work was incomplete, and no furniture was provided. Consequently, the charity suffered damages of more than 2 million UAH. Law enforcement has documented that nearly 1 million UAH of the received funds were transferred to the suspect’s personal accounts.

For this episode, the suspect has been notified of suspicion under Part 5 of Article 191 and Part 1 of Article 209 of the Criminal Code of Ukraine. Part 5 of Article 191 covers property seizure through abuse of office, committed on an especially large scale and under martial law, while Part 1 of Article 209 addresses the legalization of criminally obtained property. The maximum penalty under these articles can reach up to twelve years of imprisonment with confiscation of property.

This incident is part of a broader issue, as hundreds of millions of UAH allocated for reconstruction in the Kyiv region have been funneled through individuals involved in criminal proceedings, highlighting the urgent need for strict oversight of charitable expenditures.
