Kyivstar Launches Mobile Internet via Starlink
Kyivstar Introduces Light Data Service
According to Главком: Kyivstar has announced the activation of mobile data transmission in Light Data mode through Starlink Direct to Cell. This new offering lets subscribers use popular messaging apps and navigation maps without connecting to a terrestrial network. Initially, the satellite supports Viber, WhatsApp, and Google Maps. In the first six months since the service launched, 6 million subscribers became customers, collectively sending over 10 million emergency SMS messages.
Plans and Capabilities
So far, more than 6 million messages were sent between January and February 2026. Kyivstar plans to expand Light Data’s functionality by enabling services like the Diia government portal, mobile banking apps, and air raid alert systems via Starlink Direct to Cell.
Light Data mode works on Android smartphones that support 4G/LTE. iOS technology is expected to be implemented in the third quarter of 2026.
The service costs 99 UAH per month when ordered separately, while basic SMS exchange via Starlink Direct to Cell remains free. It is important to note that satellite coverage spans the entire government-controlled territory of Ukraine, excluding combat zones, border strips, and temporarily occupied regions. As of July 1, 2026, Kyivstar will discontinue support for the Mobile Payment service.

This new technology significantly enhances communication capabilities when traditional networks may be unavailable. Key advantages of the new service include the following tools:
- Viber for communication
- WhatsApp for communication
- Google Maps for navigation
The launch of this service by Kyivstar reflects the adaptation of telecom infrastructure to the realities of war in Ukraine, where access to conventional communication networks can be limited. Using satellite technology to improve connectivity is a critical step in ensuring communication for the population, especially in emergencies. The expansion of Light Data’s features also signals the company’s intent to stay at the forefront of technological development amid modern challenges.
As Kyivstar enhances its mobile internet offerings, it is important to note that the company will be discontinuing its popular money transfer service starting July 1.
