Ukraine has paid more than 1 billion UAH to former prisoners: details of assistance

The Commission confirms new facts of the captivity of Ukrainians

A meeting of the Commission on the establishment of the fact of deprivation of freedom due to armed aggression against Ukraine was held at the Ministry of Communities and Territories Development of Ukraine.

According to the agency's information, 154 applications were considered. Of these, the fact of being in captivity was confirmed for 94.

Commission's Decision

Since its establishment in 2025, the Commission has made 3,271 decisions to confirm the deprivation of freedom due to armed aggression against Ukraine. 174 decisions were also made regarding the recognition of family members of missing persons.

State Support

'People who return from captivity are entitled to a one-time state assistance of 100 thousand UAH after their release, as well as an annual assistance of the same amount for each year spent in captivity. This right also extends to their family members,' the Ministry of Development explained.

In 2025, more than 1 billion UAH has already been paid, including:

  • over 688 million UAH - annual assistance;
  • almost 317 million UAH - one-time assistance after release.

In addition to financial support, those released receive basic necessities: food, hygiene products, clothing, and footwear. Their supplies are also replenished with sports bags or backpacks, smartphones with SIM cards, stationery, and a state flag.

Commission's Authority

In 2025, the authority to determine the fact of deprivation of freedom due to armed aggression against Ukraine was delegated to the Ministry of Development; previously, it belonged to the Ministry for Reintegration of Temporarily Occupied Territories.

During the meeting of the Commission, deprivation of freedom was established for 94 applicants according to the 154 cases considered. During its operation in 2025, thousands of decisions were made to confirm this fact, and state support was provided in the form of sums of money and basic necessities for the released persons and their relatives.
