Who can have two years of work counted as one when applying for a pension

Certain categories of Ukrainians can have periods of work counted as insurance experience in double size. This means that for one confirmed year in hazardous, harmful, or extreme conditions, a person can receive two years of experience. This is reported by 24 Channel with reference to the Pension Fund of Ukraine.

Double counting is not applied automatically just because of the job title. Specific working conditions, the period of work, the position, and the law in effect at that time matter.

Who has a year of work counted as two in Ukraine in 2026

According to the Pension Fund's clarification, employees whose activities were related to complex or dangerous conditions may be entitled to double service time.

Such categories may include:

• employees of mines, quarries, subways, and underground constructions;
• people who worked under the influence of radiation, toxic substances, loud noise, or vibration;
• certain medical workers in infectious, psychiatric, and other institutions with increased risk;
• military personnel who participated in combat actions or performed especially dangerous tasks;
• crew members working on long voyages;
• participants in the elimination of consequences of accidents, disasters, and emergencies;
• people who worked in areas with particularly challenging climatic conditions.

This list does not mean that every representative of the mentioned professions will necessarily be granted double service time. Other rules may apply for some categories, including preferential experience, a reduced retirement age, or special methods of calculating years of service.

How to confirm the right to double service time for a pension in 2026

To calculate preferential service time, you need to provide the Pension Fund with documents that confirm not only the place of work but also its special nature and conditions.

The Pension Fund can take into account:

• the employment record book with relevant entries;
• a clarifying certificate from the enterprise;
• archival documents;
• orders for appointment to position;
• documents regarding participation in combat actions or accident elimination;
• results of workplace certification, if required.

If the enterprise has been liquidated, confirmation will have to be obtained from the archive or through the successor. In the absence of sufficient documentation, the disputed period may be counted in the ordinary, not double, amount.

In 2026, to retire at 60, you need to have at least 33 years of insurance experience. People who turn 63 this year need at least 23 years, and for retirement at 65, 15 years is enough. The required experience is determined according to the regulations in effect at the time of reaching the respective age.

Double service time can help meet the requirement for the necessary duration of experience, but it does not guarantee an automatic increase in the pension payment by two times. Its amount also depends on the official salary, paid contributions, and other indicators.
