According to ХВИЛЯ: Oleh Popenko, head of the Union of Utility Service Consumers, has highlighted the severe multi-billion debt crisis affecting Ukrainian regions. He warns that arrears for housing and utility services are escalating at an alarming rate, causing deep concern among citizens and experts alike. Popenko cited specific examples of this growing debt burden in areas like Kherson Oblast and the city of Kharkiv.

During one pre-war heating season, the nationwide utility debt surged by 25 billion hryvnias in just two to three months, revealing profound financial strain. In Kherson Oblast, consumers managed to pay only about 42% of their total utility bills for that period. This starkly illustrates the severe hardship residents face in meeting their basic financial obligations, a situation exacerbated by the ongoing conflict.

Kharkiv's Massive Debt Burden

Oleh Popenko also drew attention to the critical situation in Kharkiv, where accumulated utility debts have reached 40 billion hryvnias.

"Kharkiv does not want to pay, here is the acknowledgment: they have accumulated 40 billion there in the frontline zone. And what should be done with these debts now, who will be responsible for them?"

he stated.

These figures underscore that the utility debt crisis is not merely a financial issue but a significant social challenge for Ukrainian cities, demanding urgent resolution.
