The Public Council of International Experts has begun assessing candidates for compliance with integrity criteria. However, Transparency International Ukraine has reported a series of concerning issues among those who have advanced to this stage. This court is a cornerstone of Ukraine's judicial reform, established to handle high-level corruption cases.

While 73 candidates passed the qualifying exam, the selection process has faced challenges. On February 5, the Public Council of International Experts requested that the High Qualification Commission of Judges convene a special joint meeting to discuss the candidates' integrity. A key procedural rule states that a candidate can only be deemed compliant if a majority of all members present vote in favor, including at least half of the international experts. Failure to reach this decision results in the candidate's automatic disqualification.

Candidate Integrity Concerns

Transparency International Ukraine identified several red flags among the candidates that could compromise their integrity:

• Discrepancies between declared asset values and market prices;
• A mismatch between official income and actual lifestyle;
• Past integrity issues in judicial practice;
• Conflicts of interest and ethical violations;
• Inaccurate or incomplete asset declarations;
• Questionable employment circumstances;
• Contacts with the aggressor state or pro-Russian entities;
• Abuse of legal mechanisms for personal gain.

Notably, candidate Tetiana Kononenko has withdrawn from the competition, which may affect the selection's dynamics. Pavlo Demchuk, a senior legal advisor at Transparency International Ukraine, emphasized that thorough vetting is critical, as the integrity of these judges is fundamental to Ukraine's ongoing fight against corruption. The success of this court is seen as a key test of Ukraine's commitment to rooting out systemic graft.

This judicial selection is a vital step for ensuring transparency and integrity within Ukraine's legal system. The identified issues cast doubt on some candidates' fitness to serve, potentially undermining public trust in anti-corruption institutions.
