Kyiv Residents Endure Winter Without Heat or Sewage

According to ХВИЛЯ: A severe infrastructure failure in parts of Kyiv, including the Holosiivskyi district and Troieshchyna, has left residents of 22 apartment buildings without heating, running water, or sewage since February 2026. The crisis, triggered by freezing temperatures and system malfunctions, was confirmed by Oleg Popenko, head of the Union of Consumers of Utility Services, who highlighted the critical state of buildings on Akademika Zabolotnoho Street. This incident underscores the ongoing strain on Ukraine's urban infrastructure following years of conflict.

Impact and Inadequate Response

The situation in these residential areas is dire. On Akademika Zabolotnoho Street, Popenko reported that the complete failure of the sewage system has forced residents to dispose of waste onto the streets.

"There is a huge problem with these buildings because everything from the sewage system is just being dumped out... buckets are simply emptied onto the street, into the courtyards. And no one is paying any attention to this," he stated.

Similar issues are occurring in Troieshchyna, where frozen pipes have led to waste being discarded from windows.

Popenko also criticized proposed solutions as wholly insufficient for the scale of the problem.

"No one is making any decisions... No single bio-toilet will solve the issue for half a million people. One bio-toilet is needed for every 50 people. That means we would need to install so many units that it's simply impossible," he emphasized.

Compounding the hardship for residents, there have been prior reports that electricity bills could rise by 60%. The prospect of higher costs, coupled with the lack of basic heating and sanitation, raises serious concerns about how this urban crisis will develop. The combination of extreme cold and failing utilities poses a direct threat to public health and safety, demanding urgent and effective intervention from authorities to prevent further social and economic strain on the city.
