These talks, involving former Cuban leader Raúl Castro and Communist Party officials, follow a three-month U.S. embargo that has blocked vital Venezuelan oil shipments to the island. This development marks a significant, though fragile, step in a relationship that has been largely frozen for decades.
The fuel blockade, now in its third month, has severely impacted Cuba's energy infrastructure. President Díaz-Canel emphasized the scale of the crisis, stating,
“the impact of the blockade is enormous. It is most brutally felt in energy matters.”
The current tensions escalated after President Trump declared a national emergency in January 2020, citing a threat from Cuba, which led Washington to halt the island's access to Venezuelan crude oil.

commented a U.S. administration official. For Cuba, a key objective is to address bilateral issues, with Díaz-Canel noting, “There are international factors that contributed to these negotiations.”
