Russian Intelligence Activity in Latvia

According to Главком: Latvia is actively exposing attempts by Russian intelligence services to recruit individuals with criminal backgrounds to carry out acts of sabotage within its borders. According to Normunds Mežviets, the head of Latvia's State Security Service (VDD), the primary targets of these operations are military facilities and critical infrastructure. In 2023, a group was uncovered for setting fire to a company working on a defense project. Four individuals have been detained in connection with the investigation, three of whom are Latvian citizens and one holds the status of a non-citizen.

Investigators found that the detainees planned to set fire to trucks with Ukrainian license plates located at critical infrastructure sites. It was also revealed that the suspects had compiled a list of potential targets, which included:

• Memorials
• Power supply facilities
• Warehouses storing flammable goods
• Military installations

Russian intelligence services primarily recruit people with criminal experience or those who have served prison sentences, including former inmates and individuals with drug dependencies. This pattern of targeting vulnerable individuals is a known tactic for building covert, deniable networks.

Criminal Case Against the 'Baltic Antifascists' Group

Separately, the Latvian State Security Service has initiated a criminal case against the 'Baltic Antifascists' group. Members of this group are accused of establishing an informant network for Russian intelligence. They collected information on military equipment movements, attempted to infiltrate defense industry companies, and passed on the personal data of individuals supporting Ukraine. Some of the suspects are already on trial in Latvia, while others have fled to Russia or Belarus.

Normunds Mežviets noted that several incidents occurred on Latvian territory last year which are currently under investigation. He did not rule out a connection between these events and tasks assigned by Russian intelligence, but emphasized that none of the incidents caused significant damage to Latvia's national security. However, he stressed that recruited individuals have significant potential to draw in other people they know for similar activities.

The situation in Latvia demonstrates an intensification of efforts by Russian intelligence services to destabilize the region through the use of criminal elements. The State Security Service continues its work to uncover such attempts and ensure national security. This highlights growing threats to the state, which may require enhanced security measures and greater public awareness of potential risks.
